ConnecticutConnecticut is actively promoting asphalt shingle recycling in the state. To recycle in the state the general permit “Storage and Processing of Asphalt Roofing Shingle Waste (ARSW) for Beneficial Use and Recycling” must be followed. The state requires testing for asbestos unless the load is pre-consumer, already tested and documented, or from a post-consumer load that has been documented to be constructed after 1981. The Connecticut Department of Transportation currently has specifications allowing use of RAS in state mixes. This specification is not widely utilized however, and the DOT does not presently have projects related to RAS use.
