South CarolinaSouth Carolina is proposing requirements that would require C&D processing facilities to register with the state before operation. Asbestos containing materials (ACM) cannot be recycled in the state, therefore it would follow that recycling asphalt shingles with asbestos would be in violation. Currently, the South Carolina Department of Transportation has specifications for use of recycled asphalt shingles in state mixes and permits up to 3% in some mixtures. Finer grinding size requirements may be explored in the future.
