South DakotaRecyclers should contact the state or local officials to see what the regulatory interests are in a specific project. Before operating, recyclers are required to submit a proposal to the South Dakota Department of Environment and Natural Resources (SD DENR) on how they plan to manage the processing site. In the future, regulations may be set on the total tons of shingles allowed on site. Random asbestos testing on shingles is conducted by the SD DENR. Currently, the South Dakota Department of Transportation (SDDOT) does not have specifications for use of recycled asphalt shingles (RAS) in their mixes. SDDOT may look at use of RAS in their mixes in future projects.
