VermontVermont requires recycling of architectural waste (AW) (includes asphalt shingles) if a project produces more than 40 cubic yards of AW, is within 20 of a facility that recycles AW, and is project on a commercial or residential building with two or more units. Asphalt shingles are required to be tested for asbestos if the building was built prior to 1980. The Vermont Agency of Transportation and the Vermont Department of Environmental Conservation are conducting a project in Spring 2018 to determine the performance of a 20% RAS and 80% natural aggregate mixture on unpaved town roads. The results will determine future use in this market. The agency plans to include specifications for use of both pre and post-consumer recycled asphalt shingles in their mixes in their 2019 specifications.
