WashingtonLegitimate recycling of shingles may be conditionally exempt from solid waste permitting. Piles of asphalt shingles accumulated prior to recycling may be required to be covered by a solid waste permit issued in accordance with WAC 173-350. For more recycling information, contact the state to see what the regulatory interests are in a specific project. Washington State Department of Transportation has set specifications for use of recycled asphalt shingles (RAS) in the state’s mixes. These specifications permit both pre and post-consumer RAS use.
