West VirginiaRecyclers must fill out a permit on the West Virginia Department of Environmental Protection’s website under the solid waste permitting section. Asphalt shingles can be classified as non-friable asbestos containing materials before recycling. Samples of the shingles are required to be tested for asbestos before recycling.
